On April 18, 2014, a significant milestone was reached in China's security technology sector as the First Research Institute of the Ministry of Public Security signed a strategic cooperation agreement with China Star Microelectronics Group. The agreement was formally signed by Party Secretary Wang Gang and Academician Deng Zhonghan, representing both institutions. Attendees at the ceremony included senior leaders from the First Institute, such as Chou Baoli, Chen Chaowu, Chen Jiannan, Chen Xueliang, Yu Rui, Zhao Qi, and Yu Bing, highlighting the importance of this collaboration.

Party Secretary Wang Gang emphasized that this partnership aims to accelerate the industrial application of the SVAC national standard, which stands for "Security Video Audio Coding." By enhancing the deployment of intelligent video surveillance systems, the initiative is expected to significantly improve China’s capabilities in video surveillance technology, making it more secure and efficient.

The SVAC national standard, officially known as GB/T 25724-2010, outlines technical requirements for security, video surveillance, and digital video and audio coding and decoding. It has been designed to meet diverse security needs within the video surveillance domain. Moreover, technologies and products developed under this standard are being applied across various critical sectors, including national security, smart cities, intelligent transportation, financial services, and healthcare. Developed jointly by the Ministry of Public Security and the Ministry of Industry and Information Technology, the standard was officially implemented on May 1, 2011. As the first national information technology standard focused on national security, it represents a major achievement in China's technological independence and has reached an advanced international level.

Currently, pilot projects based on the SVAC standard have already been completed and are being deployed in several provinces and municipalities as part of government initiatives. These efforts mark a crucial step forward in the nationwide adoption of the standard.

Deng Zhonghan, Chairman of China Star Microelectronics Co., Ltd., highlighted that through years of joint efforts, the SVAC standard has become a vital component of China’s Skynet monitoring system, playing a key role in safeguarding national social security. He noted that the signing of this cooperation agreement will not only lay a strong technical foundation for the future development of video information security and online video intelligence but also help China surpass current international standards in this field.
