
On April 18, 2014, a significant step was taken in China's video surveillance industry as the First Research Institute of the Ministry of Public Security entered into a strategic cooperation agreement with China Star Microelectronics Group. The agreement was signed by Secretary Wang Gang and Academician Deng Zhonghan on behalf of their respective organizations. Attendees at the ceremony included key leaders from the First Institute, such as Chou Baoli, Chen Chaowu, Chen Jiannan, Chen Xueliang, Yu Rui, Zhao Qi, and Yu Bing, highlighting the importance of this collaboration. Secretary Wang Gang emphasized that this partnership is expected to accelerate the industrial application of the SVAC (Security Video Audio Coding) national standard. He also noted that it would enhance the deployment of intelligent video surveillance systems, ultimately strengthening China’s capabilities in security and surveillance technology. This move is seen as a crucial step toward improving national safety and technological independence. SVAC, officially known as "GB/T 25724-2010 Technical Requirements for Security, Video Surveillance, Digital Video and Audio Coding and Decoding," was developed to meet a wide range of security needs in video surveillance. It has been widely recognized for its versatility and high performance, enabling applications across multiple sectors including national security, smart cities, intelligent transportation, financial services, and healthcare. The standard was jointly developed by the Ministry of Public Security and the Ministry of Industry and Information Technology and became effective on May 1, 2011. As the first national IT standard focused on national security, it represents a major milestone in China’s technological development and has reached international competitive levels. Currently, pilot projects based on the SVAC standard have been successfully completed and are being implemented as part of government initiatives in several provinces and municipalities. These efforts signal a growing commitment to adopting advanced surveillance technologies nationwide. According to Deng Zhonghan, Chairman of China Star Microelectronics Co., Ltd., the long-term collaboration between both parties has helped establish the SVAC standard as a core intellectual property within the Skynet monitoring system, which plays a vital role in safeguarding national social security. The new cooperation agreement is expected to provide a solid technical foundation for the future development of China’s video information security and online intelligence systems, potentially surpassing current international standards in the years to come.
