The so-called "sunset review" is an administrative review conducted after the expiration of the five-year anti-dumping duty on products, also known as the expiration review. According to the provisions of the WTO Anti-Dumping Agreement, any final anti-dumping duty shall be terminated within 5 years from the date of collection or from the date of the most recent administrative review involving simultaneous review of anti-dumping and damage. The “Sunset Review” will determine whether anti-dumping will continue to be effective, extend and raise the tax rate, or terminate. Therefore, actively participating in the anti-dumping "sunset review" is an important means for enterprises and products to return to the foreign market, and is the key to breaking the anti-dumping ruling.

At present, WTO member states have generally established an anti-dumping administrative review system. The EU has enacted a "sunset review" clause in the anti-dumping law as early as 1994. The United States has clearly defined the legal status of the sunset review in the Uruguay Round Agreement Law. A mandatory anti-dumping review system has been issued. For Chinese enterprises that have been subject to anti-dumping measures, it is more urgent and important to attach great importance to and actively participate in the “sunset review”.
