Why are a large number of PV companies failing to enter the access list?

On the 31st of last month, the Ministry of Industry and Information Technology officially released the list of companies that met the "Regulations on Photovoltaic Manufacturing Industry." The selection process involved enterprise declarations, provincial verification, expert reviews, online publicity, and on-site sampling inspections. Xuzhou has emerged as a key player in the industry, with three major enterprises successfully meeting the criteria. These companies—Jiangsu Zhongneng Silicon Technology Development Co., Ltd. (specializing in polysilicon raw materials), Jiangsu GCL Silicon Materials Technology Development Co., Ltd. (producing polycrystalline silicon ingots and wafers), and Jiangsu Aide Solar Technology Co., Ltd. (focusing on solar cell components)—were among the first batch of selected firms. With over 500 PV companies nationwide, only 109 made it into the initial list, meaning around 80% were excluded. Jiangsu Zhongneng Silicon Industry Co., Ltd., one of the selected firms, has a production capacity of 65,000 tons, representing 56% of the total national capacity of 115,000 tons. In 2013, it produced 50,000 tons, a 35% increase from the previous year, accounting for nearly 70% of the national output. Meanwhile, Jiangsu GCL Silicon Materials Co., Ltd. holds 40% of the national ingot production capacity, with 10 GW of long crystal ingot production. In 2013, it produced 9 GW of silicon wafers, making up 50% of domestic supply and 75% of market circulation. Jiangsu Aide Solar Technology Co., Ltd. is a leading manufacturer of solar modules, with a production capacity of 600 MW for solar cells and 200 MW for photovoltaic power systems. It plays a crucial role in the domestic solar component sector. According to Kong Weiqiang, director of the Electricity and Energy Department at the Municipal Economic and Information Commission, many companies failed to qualify due to several reasons: failure to pass environmental impact assessments, insufficient production capacity or utilization rates, lack of independent R&D capabilities, and non-compliance with technical standards such as product efficiency, water usage, and energy consumption. Kong emphasized that the "Conditions" set by the regulations are not low. For example, polysilicon companies must produce at least 1,500 tons annually, while wafer manufacturers need to produce 25 million units. Additionally, the minimum conversion efficiency for polycrystalline and monocrystalline silicon cells is 16% and 17%, respectively, while solar modules must achieve at least 14.5% photoelectric conversion efficiency. Lv Jinbiao, vice president of GCL-Poly Energy Holdings Co., Ltd., noted that many companies failing to meet the conditions had already shut down or reduced production in 2012, resulting in less than 50% of their annual capacity being utilized. He also pointed out that even if these companies reapply in the next batch, they may still not meet the requirements due to continued production halts in 2013. Looking ahead, Lu Jinbiao warned that industrial consolidation will accelerate, and the 2014 adjustment period will be even more intense. With the mass production of polysilicon using silane fluidized bed technology, which offers higher quality and lower costs, traditional Siemens-based technologies will face increasing pressure. This shift is expected to trigger a new wave of restructuring in the industry.
