Why are a large number of PV companies failing to enter the access list?

On the 31st of last month, the Ministry of Industry and Information Technology officially released the list of companies that met the "Regulations on Photovoltaic Manufacturing Industry." This process involved company applications, provincial-level industrial authorities conducting verification and recommendations, followed by expert reviews, online public announcements, and on-site sampling inspections. Among those selected were three major enterprises in Xuzhou City, which specialize in polysilicon raw materials, polycrystalline silicon ingots, wafers, and solar cell components. The three companies are Jiangsu Zhongneng Silicon Technology Development Co., Ltd. (specializing in polysilicon), Jiangsu GCL Silicon Materials Technology Development Co., Ltd. (focusing on silicon ingots and wafers), and Jiangsu Aide Solar Technology Co., Ltd. (producing solar modules). These firms have been recognized as meeting the stringent requirements set by the regulations. Currently, there are over 500 photovoltaic companies nationwide, but only 109 made it into the first batch of eligible enterprises. That means about 80% of the companies did not meet the criteria. Jiangsu Zhongneng Silicon Industry Co., Ltd., one of the selected companies in Xuzhou, has a production capacity of 65,000 tons, accounting for 56% of the national total of 115,000 tons. In 2013, it produced 50,000 tons, an increase of 35% from the previous year, representing nearly 70% of the national output. Jiangsu GCL Silicon Materials Co., Ltd. has a long crystal ingot production capacity of 10 GW, making up 40% of the total listed capacity. In 2013, it produced 9 GW of silicon wafers, accounting for 50% of domestic supply and 75% of market circulation. Meanwhile, Jiangsu Aide Solar Technology has a module production capacity of 600 MW, 200 MW of solar cell production, and a 200 MW photovoltaic power generation system, making it a leading player in the domestic solar component industry. According to Kong Weiqiang, director of the Electricity and Energy Department at the Municipal Economic and Information Commission, many companies failed to qualify due to several reasons. First, they didn’t pass environmental impact assessments. Second, their production capacity or utilization rates fell short of standards. Third, they lacked independent R&D centers or provincial-level high-tech qualifications, and had insufficient R&D investment. Fourth, their products didn’t meet performance standards such as energy efficiency, water consumption, or product degradation rates. Kong emphasized that the criteria in the "Conditions" are not low. For example, polysilicon companies need to produce at least 1,500 tons annually, while wafer manufacturers must produce 25 million units. Additionally, technical requirements include minimum conversion efficiencies of 16% for polycrystalline silicon cells and 17% for monocrystalline silicon cells, with solar modules needing a minimum efficiency of 14.5%. Lv Jinbiao, Vice President of GCL-Poly Energy Holdings Co., Ltd., noted that many polysilicon companies that didn’t meet the criteria had shut down or reduced production in 2012, resulting in less than 50% of their annual capacity being utilized. He added that even if these companies applied again in the second batch, they would likely still fail due to continued production cuts in 2013. Looking ahead, Lu Jinbiao predicted that industrial consolidation and the survival of the fittest will intensify in 2014. He pointed out that the mass production of polysilicon using silane fluidized bed technology is now underway, offering better quality and lower costs. As a result, polysilicon products based on older Siemens technology will face increased competition, leading to a new wave of industry reshuffling.
