Similarly, the detection of restricted pesticides decreased by 106 times compared to 2007 and 66 times compared to 2011. The official stated that “it is safe to say that the situation regarding pesticide residues is not deteriorating, and agricultural products are generally safer.” He explained that the discrepancy between public perception and test results may be due to media coverage amplifying isolated incidents. Additionally, advancements in detection technology now allow even trace amounts of residues to be identified, making people believe that pesticide contamination is more widespread than it actually is. However, he emphasized that “the presence of pesticide residues does not necessarily mean they are harmful. As long as they remain within national safety limits, they pose no health risk.” In addition to monitoring residues, the quality of pesticide products has also improved. According to the Ministry of Agriculture, the qualification rate for pesticide product quality reached 88.4% in 2012. Since the 1980s, China has withdrawn 33 high-risk pesticide registrations, preventing potential dangers at the source. Currently, low-toxicity and micro-toxic pesticides make up over 70% of all registered products, while highly toxic ones account for less than 2%. Despite these improvements, challenges remain. Recently, excessive pesticide residues were found in cowpeas from Hainan in a Guangzhou market. Following the incident, Hainan conducted a province-wide investigation. Officials noted that while previous efforts focused on highly toxic pesticides, recent testing revealed that even conventional pesticides can cause problems if misused. “This is due to some unscrupulous manufacturers violating regulations,” said one official. Farmers often rely on word-of-mouth advice when choosing pesticides, leading to improper use. Zhang Xunwen, a vegetable farmer in Gaoqing County, mentioned that many farmers follow their own judgment rather than strictly following instructions. “It’s like when you're sick, you see a doctor. But in rural areas, it's hard to get professional help,” he said. He suggested that more support from cooperatives or experts would be beneficial. To address this, the Ministry of Agriculture plans to strengthen training through local agricultural extension systems, science and technology projects, and media outreach. The goal is to educate farmers on proper pesticide use, encourage responsible purchasing, and improve pest management practices. However, the shift toward low-toxicity pesticides is still hindered by cost factors. While biological pesticides have lower residues, they are more expensive. “People care about price,” Zhang admitted. This year’s Central Document No. 1 encourages the promotion of low-toxicity, low-residue pesticides. The government is working to provide subsidies and financial support to further reduce pesticide residues and promote safer agricultural practices.
