This year, Yinchuan plans to implement 40 major construction projects within the city, with an additional five each in Yongning County, Helan County, and Lingwu City. All construction firms and subcontractors must sign labor contracts with migrant workers, ensuring proper occupational safety and labor protection on-site. Joint law enforcement efforts will be carried out to inspect these projects more thoroughly, focusing on critical areas and common violations. In addition to construction projects, the Municipal Human Resources and Social Security Bureau is conducting comprehensive law enforcement checks across all types of employers in the city. These inspections ensure compliance with the recently revised "Labor Contract Law" and other related regulations. Particular attention is being given to labor dispatch agencies, as well as the recruitment and treatment of migrant workers. Industries such as construction, manufacturing, and catering—especially small and medium-sized labor-intensive enterprises and individual businesses—are under scrutiny.
The focus includes verifying whether labor contracts are properly signed, whether the minimum wage is being paid, and whether overtime compensation is correctly issued. Additionally, the status of social insurance participation is being reviewed. These measures aim to create a more transparent and just working environment for all employees, especially those who are most vulnerable in the labor market.
